CONCEPT OF ROMA MINORITY INTEGRATION IN PLZEŇ

    Project description
    Upon request by the Local Authorities in Plzeň the IGac prepared a study that contained analysis of the current situation in Plzeň, identified the main problems of the Roma minority and suggested a strategic solution. Part of the study was devoted to the information on concrete possibilities of gaining resources from the EU Structural Funds.

     


    REGIOTRAM NISA MARKETING STRATEGY

    In February 2004 our company initiated cooperation on the "Regiotram Nisa" Program processed for the Liberec Region. The GAC was a member of an executive group preparing a feasibility study of the Regiotram Nisa 1 – the first phase of the program. Our task was to propose an appropriate long-term marketing strategy of the Regiotram Nisa Program and to provide the coordination of its implementation. Our cooperation on the project was terminated by the hand over of the Feasibility Study of the RTN1 at the end of September 2004.

     


    THE TOWN OF JACHYMOV – REGIONAL TOURIST CENTER

    From January to March 2004 we worked on the Town of Jachymov contract, together with architectonical Studio AM. The aim was to analyze possible ways to revitalize this town and to prepare documentation necessary for a creation of a project applying for the EU Structural Funds support. Our company worked out the strategy of project development of the town revitalization, helped to suggest appropriate partnerships and provided consultations regarding the strategic documents of development.

     


    NGO'S AND PUBLIC ADMINISTRATION COOPERATION ON THE CREATION OF THE STRATEGIC DOCUMENTS FOR DEVELOPMENT

    Between November 2002 and April 2003 we realized a research mapping the Principle of Partnership in the regions of the Czech Republic (except Prague) as well as the relevant ministries. The study dealt with position and role of main actors working on the documents of development. It described the stage in which Czech regions were as for as the ability to use the Structural and Cohesion Funds concerns, after the Czech Republic has become a member state of the EU. Besides that it monitored modes of communication toward general public used by the regional authorities. The research was based on the order of the Center for Community Organizing.
     


    POSITION OF FOREIGNERS RESIDING IN THE CZECH REPUBLIC: PROBLEM AREAS AND SUGGESTED SOLUTIONS

    Upon request by the Czech Ministry of Labour and Social Affairs as the Czech Republic has joined the EU, IGac prepared study examining the environment for foreigners living in the Czech Republic and in Czech society. The project identified barriers in three areas: 1. the legal and administrative environment that foreigners face, 2. the socio-cultural environment – the openness of Czech society and its ethnic climate towards foreigners and minorities, and 3. the perception of the legal, administrative and socio-cultural environment by foreigners and minorities themselves. The complete policy paper was handed over to the Czech Ministry of Labour and Social Affairs representatives at the end of October 2004.

     


    THE ATTITUDES OF THE LIBEREC CITIZENS TOWARDS THE CONSTRUCTION OF A MULTIFUNCTIONAL HALL

    The IGac carried out a research based on professional assessment of the referendum results as well as a public preferences analysis regarding the intention to build and finance a multifunctional sports hall in the city of Liberec.

     


    NATO MEMBERSHIP SUPPORT IN THE SLOVAK REPUBLIC

    The IGac in cooperation with the Mayer/McCann-Erickson, Ltd participated in a project "Communication Strategy Aimed at Increasing Slovak Public Support for the Slovak Republic NATO Membership" in 2003. The project was launched by the Ministry of Defense Slovak republic. The task of the IGac within the project was to provide research as well as analytical work, to derive communication strategy with public and to recommend relevant communication procedures. Besides that the IGac evaluated the course of the project, its effectiveness and results from the point of development of NATO membership support and support for the shift of Slovak national defense concept to collective security concept within the NATO and its missions.

     


    CHILDREN'S READING

    The project was based on research targeted on 10-14 year old children and their parents and focused on reading habits and background of children. Our analysis considered the role of family and school in creating reading habits, further on competition of book and other media (TV, PC) in daily life of children, in context of their leisure time activities. The project was initiated by organizers of Fair of Children Book in Liberec with financial support of Investorsko-inženýrská, a.s. in 2002 and 2003.

     


    ANTICORRUPTION CAMPAIGN IN SLOVAKIA

    IGac performed as the manager of Phare project "Lowering of tolerance toward corruption and corrupt behavior in Slovakia" from March 2002 up to October 2003. The project was part of the broader campaign funded by Phare which dealt with legislative, executive and institutional anti-corruption instruments and support of their impact in Slovakia.

     


    MIGRATION IN AN ENLARGED EUROPE

    IGac prepared an analysis of actual Czech situation in migration on request of British Council. The paper became a basis for conference "Migration in an Enlarged Europe" organized by British Council, The Institute for International Relations and The Foreign Policy Centre in Prague Castle on 12-14 September 2002.

     


    ANALYSIS OF SECURITY CLIMATE II

    This follow up research, carried out in 2002, focused on security perception of the situation half a year after the terrorist attack on the USA, complemented by opinions and attitudes towards the use of military force in Afghanistan.

     


    NATO ENLARGEMENT WORKSHOP SERIES FOR ASPIRING MAP COUNTRIES

    With the financial support and collaboration of German Marshall Fund we hosted three workshops for experts from Bulgaria, Estonia, Latvia, Lithuania, Romania, Slovakia and Slovenia concerning "Public Opinion and Increasing Public Understanding of Security Issues", "Public Accountability and Parliamentary Oversight" and "Non enlargement agenda of Prague NATO Summit" in 2002.

     


    NATO SUMMIT IN PRAGUE – PUBLIC EXPECTATIONS AND SECURITY CLIMATE IN THE CZECH REPUBLIC

    Aka NATO Summit in Prague according to Czech public and inhabitants of Prague, its advantages, risks and demands for the Czech Republic, its international position and security. This project was realized for the State Commissioner and NATO Summit office in Prague in 2002. It focused on the optimization of the summit preparation and organization with regards to Czech and Prague public.

     


    ANALYSIS OF SECURITY CLIMATE IN THE CZECH REPUBLIC AFTER THE TERRORIST ATTACKS ON THE USA AND THE POTENTIAL EXPECTATIONS OF THE POPULATION

    The terrorist attacks in September 2001 in the USA, their influence on the security climate and interests of Czech society, change in security climate and demands on state institutions and state security policies all represented the main issues of the new security policies from the point of view of Czech citizens. The project was commissioned by the Ministry of Defense of the Czech Republic.

     


    INTERNAL STUDY FOR THE COUNCIL OF THE GOVERNMENT FOR NATIONAL MINORITIES

    We worked out this study in 2001.

     


    STRATEGIC ANALYSIS OF SME NEWSPAPERS POSITION ON THE SLOVAK MEDIA AND READERS' MARKET

    The project concentrated on the analysis of reader's background, their needs and possibilities of expansion, preparation, content and structure of SME newspapers with regards to its readers and the development of Slovak media market. Commissioned by Petit Press a.s. Bratislava in 2001.

     


    OPTIMIZATION OF EUROPEAN COMMISSION COMMUNICATION STRATEGY IN THE CZECH REPUBLIC

    Aka a study of the change in public support for membership of the Czech Republic to the EU carried out in 2001. Content of the structure and factors of this support were important in the referendum and during the process of harmonization of the Czech Republic towards the EU. Detailed statistical analysis has allowed constructing different options of development and optimization for membership support. The project was commissioned by the European Commission in Prague.

     


    ANALYSIS OF THE DIFFERENT OPTIONS OF DEVELOPMENT, PLANNING AND ACTIVITIES OF JEWISH COMMUNITIES FROM THE PERSPECTIVE OF THEIR MEMBERS

    Internal discussion about the course of community and religious life in Jewish communities in the Czech Republic required detailed analysis of different options of further development, their mutual relations and the support among the members of the communities. The project was commissioned by the Federation of Jewish communities in 2001.

     


    RESEARCH OF CZECH POPULATION'S ATTITUDE TOWARD FOREIGN INVESTORS AND EMPLOYERS

    We processed an analysis of the Czech population's attitude toward foreign investors, employers and managers for Czechinvest – the National Investment Promotion Agency of the Czech Republic – at the turn of the years 2000 and 2001.

     


    INTERNATIONAL SECURITY AND THE CZECH REPUBLIC'S MEMBERSHIP OF NATO

    Changeable public support for NATO membership during the preparatory phase and the breakup of consensus at the time of NATO operations in Yugoslavia raised the question of what proportion of the Czech population identifies itself with the new security position and commitments of the Czech Republic as a NATO member state. The project provided a basic sociological insight into the present-day situation for both national needs and those of the allies, and also for countries applying for NATO membership in the next stage of expansion. It was realized in 2000 and 2001.

     


    MIGRATION CLIMATE IN ROMA COMMUNITIES IN THE CZECH REPUBLIC

    An analysis of the prospective development of Roma family migration to the Western Europe and the causes and targets of this migration was carried out for the International Organization for Migration (IOM). In the light of subsequent development, the study has provided a correct estimate of migration development in 2000 and presented a deep insight into migration mechanisms and behavior.

     


    CZECH REPUBLIC'S READINESS TO IMPLEMENT EU ENVIRONMENTAL ACQUIS

    An extensive project investigating the readiness to implement EU standards for environmental protection at the level of community administration in the Czech Republic and other EU candidate countries was carried out under a contract with the European Commission's DG XI – Environment between 1999 and 2000.

     


    COMPLETION OF TEMELIN NUCLEAR POWER STATION IN THE CONTEXT OF THE CZECH REPUBLIC'S ENERGY POLICY

    Aka research, analysis and consulting services for the communication strategies relevant to the issue of Temelin nuclear power station, provided for the Ministry of the Environment of the Czech Republic in 1998.

     


    COMMUNICATION STRATEGIES OF THE EUROPEAN COMMISSION IN THE CZECH REPUBLIC

    The European Commission delegation in Prague engaged Gabal, Analysis & Consulting to make a secondary analysis of certain relevant studies on communication requirements of Czech society in relation to the European Union in 1998. The main objective of the analysis was to show the communication potentials of the European Commission in the Czech Republic.

     


    A SOCIOLOGICAL STUDY OF THE CAUSES OF PREMATURE MORTALITY IN THE TEPLICE DISTRICT

    In the framework of the multidisciplinary project Teplice II, coordinated by the institutes of the Academy of Sciences of the Czech Republic, our company produced an analysis of the effects of living conditions and lifestyles on the health of the Teplice district population in comparison with the general Czech population from 1995 to 1997.

     


    ANTIRACISM CAMPAIGN OF THE CZECH HELSINKI COMMITTEE AND LEO BURNETT ADVERTISING

    The first nation-wide antiracism campaign in the Czech Republic carried out by NGOs and commercial companies was based on the results of ethnic climate analyses in the Czech Republic prepared by Gabal, Analysis & Consulting, who were regularly consulted over its implementation. It was carried out in 1997.

     


    THE COURSE OF PREPARATIONS OF THE CZECH REPUBLIC FOR ADMISSION TO NATO, CONSULTING SERVICE FOR THE OFFICE OF THE PRESIDENT

    From 1997 to 1998 Gabal Analysis & Consulting provided regular consulting services and analyses concerning NATO enlargement, the political process, general climate and public support related to the preparation of the Czech Republic for admission to NATO.

     


    CZECH TELEVISION: ANALYSIS, PREPARATION AND IMPLEMENTATION OF DISCUSSION PROGRAMS

    In 1996 Gabal Analysis & Consulting analyzed the preparation and presentation of selected discussion programs and proposed new options. In 1997 we tested an analytical discussion program dealing with selected topics of the Czech Republic's development (security and NATO, state of the legal system, ecology and the environment and development of drug dependency).

     


    CZECH RADIO STATION 1 – RADIOŽURNÁL: OPTIMISING THE BROADCASTING PROGRAM STRUCTURE

    The listener background, audience numbers, competing stations, quality of programming, broadcasting content and the internal climate of this leading news station were analyzed in 1996 in order to increase the quality of news coverage in terms of its structure, content and preparation, and to promote the implementation of changes within the institution.

     


    CZECH RADIO STATION 3 – VLTAVA: OPTIMISING THE BROADCASTING PROGRAM STRUCTURE

    An analysis of listener background, audience numbers, listeners' preferences and the program scheme of this broadcasting station identified possibilities for improving its standard and indicated a direction for the development of programming in cultural and artistic areas. It was realized in 1995.

     


    ETHNIC MINORITIES AND PROBLEMS IN THE CZECH REPUBLIC AND SURROUNDING COUNTRIES FROM THE PERSPECTIVE OF INTEGRATING THE CZECH REPUBLIC INTO THE EUROPEAN UNION

    An extensive and comprehensive project dealing with the historical, legal and sociological analysis of the situation in the Czech Republic, Central European countries, the former Yugoslavia and the European Union resulted in the formation of an ad hoc team of 17 Czech and foreign experts. The results have been included in a book entitled "Ethnic Minorities in Central Europe. Conflict or Integration?" edited by Ivan Gabal and published by G+G Publishers, Prague, in 1999.

     


    PROMOTION OF BUSINESS ETHICS IN THE CZECH REPUBLIC

    In the framework of a long-term project of the Patria Foundation, a broad analysis of ethical experience from commercial relations was performed in domestic and foreign businesses in 1995. The results showed a high level of penetration by some negative and unethical business policies into commercial relations in the Czech Republic.

     


    RELATIONSHIP OF CZECH SOCIETY TO GERMANY AND THE GERMANS

    The project aimed at investigation into and analysis of the nature of Czech-German relationships, including history, in the eyes of the Czech public. Ad hoc sociological research was carried out and analyzed in terms of the newly-developing relationship between the two countries with the aim of gaining a deeper insight into Czech attitudes and historical perspectives. The results were widely discussed in the mass media and political circles in both countries. It was funded by Friedrich Naumann Stiftung, Prague in 1995.

     


    IMMIGRATION POLICY AND THE ETHNIC CLIMATE IN THE CZECH REPUBLIC

    Aka investigation into and analysis of the ethnic climate in Czech society in relation to immigrants, refugees and ethnic minorities carried out in 1994. The results were used for developing the optimal procedure for the UNHCR activities in the Czech Republic.

     



    The Ministry of Education, Youth and Sports of the Czech Republic has released the English translation of complete outcomes of GAC's research project called "Sociological Research Aimed at the Analysis of the Image and Causes of Segregation of Children, Pupils and Young People from the Socially and Culturally Disadvantaging Environment".
